PIM 2000-1 PIM - Defined
This area of the document is used to list and explain any policy decision that the VYSL B.O.D. has made in recent years. It will clarify issues that are not specifically stated in the above document. PIM's should not be taken lightly, as they will become a permanent part of the whole document. They can be overturned, but the original will still remain part of the document. [Top]
 
PIM 2000-2 PIM – VYSL Board Handbook
The 2000/2001 VYSL B.O.D. developed an administrative handbook outlining each VYSL Board position with detailed explanation of duties and responsibilities. Timelines for each area of concern have been indicated where necessary. Lessons learned from previous boards are invaluable and it is for that purpose that each year, the handbook will be updated. The intent of this PIM is to ensure future VYSL B.O.D. compliance in its upkeep and distribution to each VYSL Board member of the following years’ Board of Directors. A master copy of the Handbook will be maintained on the VYSL League computer. [Top]
 
PIM 2000-3 PIM – VYSL Sideline Behavior Policy
The VYSL B.O.D. has adopted a sideline behavior policy that will used to address unacceptable behavior by any member. This policy will be given to all members prior to the start of the season. The policy will be maintained in the Referee Coordinator’s section of the VYSL Board Handbook for reference. [Top]
 
PIM 2000-4 PIM – Horse Creek Project Operations Manual
The VYSL has undertaken the development of the Horse Creek Soccer Project and to ensure continuity on the project, has directed the Horse Creek Project Committee to develop a long-term plan on the operation of the complex. An Operations Manual is currently under development. In the event that the manual is not completed this year (2000), this PIM will be the authority for the Committee to continue its work and finalize the manual and seek approval in early 2001. [Top]
 
PIM 2000-5 PIM – Game Score Differential Policy
It will be the policy of this league to review all games that result in scoring differential of 8 or more goals. All coaches are reminded that fairness and the spirit of good sportsmanship must be paramount in all league games. Coaches who intentionally run up scores on their opponents will be held accountable for their actions. While the Board of Directors acknowledges that large scoring differentials will occasionally occur, the intent of this PIM is to make coaches aware that game scores are monitored and will be acted upon should situations warrant. PIM 2001-6 PIM – Pre-Registration Policy
All recreational players should be encouraged to pre-register. (Where applicable) Only returning players of the proper age are eligible. If a player does not pre-register, the coach loses retention rights to that player. This is a further attempt to simplify the incredibly difficult task of registration. Coaches will be given specific instruction on the pre-registration process and the timeline to ensure retention of their players. It is not the intention of this proposal to prevent players who do not pre-register from returning to their previous seasons’ team, however, those that do not, may or may not be placed on the same team. This proposal does not supercede current language that limits guaranteed retention up to Under-10. [Top]
 
PIM 2001-7 PIM – Recreational Level Referee Certification
VYSL should create a recreational level referee course. This course introduces the laws of the game to parents and coaches and enable them to referee recreational games. The course would be up to 6 hours, 3-4 hours classroom and 1-2 hours of fieldwork. It is the intent of this PIM to supplement the core of certified FIFA referee’s to help cover all games. Recreational level referee’s will be limited to recreational games per District VI policy. [Top]
 
PIM 2001-8 PIM – Club Linesman Program
VYSL will reinstate the Club Linesman program of several years ago. The League will continue to strive to assign Referee’s and Assistant Referee’s at all games U12 and above, and a center Referee at U8-10 games. However, each team will be required to have a Club Linesman available at every game. In the event the league does not/cannot supply linesmen for a match, each team will supply a person reasonably qualified to act as a Club Linesmen. Club Linesman training will be made available to all recreational teams. Teams failing to comply with the intent of this policy may be penalized by the league.

PIM 2001-9 PIM – Required Snack Bar Assistants
Each VYSL team will be required to supply 2 adults for 2 hours to work at the VYSL snack bar. Likely locations will be Horse Creek and Meadowlands Park. This policy applies to all levels of teams in the VYSL.

PIM 2001-10 PIM – Required Advanced Team Referee Support
Three approved proposals from the 2001 VYSL AGM are contained in this PIM. Each Advanced team (Class I and Class III) will be required to have 2 certified referees in addition to the head coach. (Head Coach is already required to be a certified referee) These individuals may be adults associated directly with the team or siblings of players on the team. It is not the intent to have an individual meet the requirement for more than one team. Each Advanced team be required to provide support for at least 2 referee slots for VYSL games when they have a home game of their own. These assignments will be paid according to the VYSL pay policy, and the referees’ license level. Each VYSL Advanced team is advised that failure to comply with the intent of this policy, will result in the team being put on probation for the first offense, and held in bad standing for tournament play for any further offense.

PIM 2002-11 PIM – Player Participation Fee
All VYSL families will be assessed a $25 “Player Participation Fee”. The fee will be fully refundable upon completion of volunteer labor equivalent to 4 hours of labor. Head Coach and the Assistant Coach appearing on the official roster of each team and their official Team Parent (total of three adults for each team) will be considered to have fulfilled their obligation and will automatically qualify for refunds. A schedule of options for fulfilling participation duties will be available at registration and included in any pre-registration packets.

PIM 2002-12 PIM – Coaching License Requirement for Recreational Coaches
All Under-8 and above “returning” head coaches are required to obtain a Coaching “F” Certificate prior to being given a team. New coaches will be given a one-year waiver but are encouraged to receive this training in their first year. VYSL will continue to reimburse coaches for costs of successfully completing coaching clinics up to the District “D” level.

PIM 2002-13 PIM – Certified Referee Requirement for older Recreational Teams
All U12 and older Recreational teams will be required to have a certified referee in the VYSL referee pool. If the team does not have a referee by the first game of the season, the team may be penalized. A 1-year waiver will be given to new coaches.
