BOARD OF
DIRECTORS
2:01:01
The
membership
shall
elect
the 5
members
of the
Executive
Board at
the
Annual
General
Meeting
whose
duties
are
detailed
but not
limited
to the
following:
A.
President
The
President
shall
conduct
all
meetings
of the
VYSL
B.O.D.
and
shall
cast a
vote
only in
the case
of a
tie. The
President
shall
appoint
non-elected
members
of the
VYSL
B.O.D.
(Subject
to
approval
of the
Executive
Board)
and
shall
appoint
all
standing
committee’s
and
their
chairperson.
The
President
will
represent
VYSL at
all
District
VI and
CYSA
level
meetings.
The
President
shall
have
oversight
responsibilities
for all
league
members
and
league
sponsored
events
and will
approve
any
information
released
to
public
forums
including
the VYSL
internet
website.
B.
1st Vice
President
The 1st
Vice
President
shall
succeed
to the
powers
of the
President
in
his/her
absence.
The 1st
Vice
President
shall
chair
the
Protest,
Appeals,
and
Disciplinary
Committee,
hereafter
known as
the
P.A.D.
Committee.
The 1st
Vice
President
will
serve as
VYSL
representative
at
District
VI and
CYSA
level
meetings,
in the
absence
of the
President.
The 1st
Vice
President
shall
serve on
the
Advanced
Team
Committee
(ATC) in
an
advisory
capacity
and will
report
ATC
activities
to the
VYSL
Board as
directed
by the
President.
The 1st
Vice
President
will
coordinate
the
annual
"Fun
Tournament"
for all
recreational
teams.
The 1st
Vice-President
will
have
oversight
responsibilities
for any
league
fundraising
drives.
C.
2nd Vice
President
The 2nd
Vice
President
shall be
the
liaison
between
the
League
and the
City of
Vacaville
and
surrounding
school
districts
for
field
use
permits.
The 2nd
Vice
President
will
coordinate
the use
and
maintenance
of the
Horse
Creek
Soccer
Complex.
In
addition,
the 2nd
Vice
President
will
serve on
the
Tournament
Committee
in an
advisory
capacity
and will
report
Tournament
Committee
activities
to the
VYSL
B.O.D.
as
directed
by the
President.
The 2nd
Vice-President
shall
serve on
the
Horse
Creek
Project
Committee
in an
advisory
capacity
and will
report
committee
activities
to the
VYSL
B.O.D.
as
directed
by the
President.
D.
Treasurer
The
Treasurer
shall
give a
receipt
for all
moneys,
which
shall be
deposited
in a
recognized
bank in
the name
of this
Association.
All
accounts
shall be
paid by
check
and
shall
bear
three
(3)
signatures:
The
Treasurer
and/or
the
League
President
and 1st
Vice
President,
2nd Vice
President,
League
Secretary
and 2
additional
Board
members
approved
by the
Executive
Committee.
The
receipt
book and
vouchers
shall be
produced
when
required
by the
VYSL
B.O.D.,
properly
balanced
according
to the
bankbook
or
statement,
whichever
is up to
date.
The
Treasurer
shall be
responsible
for the
preparing
of any
and all
papers
pursuant
to the
Articles
of
Incorporation
and Tax
Exemption
status
of the
Association.
At no
time
shall
any
parties
related
by blood
or
marriage
be
utilized
to sign
the same
check
regardless
to whom
the
check is
payable.
E.
Secretary
The
Secretary
shall
keep an
accurate
record
of all
meetings,
handle
all
correspondence,
give
notice
of
meetings,
and
maintain
the
files of
the
League.
The
Secretary
shall
submit
copies
of all
League
meetings
to the
District
VI
Commissioner.
When
directed
by the
VYSL
B.O.D.,
the
Secretary
will
prepare
the
agenda
for the
monthly
meetings
and will
be the
point of
contact
for
adding
agenda
items.
The
Secretary
shall
arrange
for all
meeting
places
and
advise
all
members
of the
VYSL
B.O.D.
of the
time,
place,
and any
agenda
items
added
since
last
meeting.
2:01:02
In
addition
to the
elected
Executive
Board,
the VYSL
President
will
nominate
and the
Executive
Board
will
ratify
the
following
VYSL
B.O.D.
positions
whose
duties
are
detailed,
but not
limited
to the
following:
A.
League
Registrar
Attend
District
Registrar
meeting.
Organize
assistant
registrars.
Insure
that
adequate
registration
notice
is give
to the
members.
Verify
registration
forms
for
completion
and
accuracy.
Insure
that
players
are
placed
in the
proper
age
group
and pay
the
correct
fee. The
Registrar
will
issue
all
players
and
coach’s
passes
in
accordance
with
current
League
and
District
policy.
The
registrar
will
maintain
accurate
record
of all
players
and
coaches
registered
and will
retain
copies
of team
rosters,
league
rosters,
and
player
birth
certificates.
The
registrar
will
communicate
regularly
with
both the
Boys and
Girls
Coach
Coordinators
during
team
building
and
coach
recruitment
phases.
The
Registrar
will
also
complete
league
registration
with
CYSA and
ensure
all
Association
fees are
paid in
a prompt
manner.
B.
Boys
Coach
Coordinator
The Boys
Coach
Coordinator
will
attend
District
Coach
Coordinators
meeting.
Act as
liaison
between
boys
teams
recreational
coaches
and the
VYSL
B.O.D.
The
Coach
Coordinator
will be
the
first
level
mediator
for
problems
arising
with
parents,
coaches,
and
players.
Together
with the
Girls
Coach
Coordinator,
will
organize
league
schedules
for
recreational
teams
and
schedule
coaching
clinics.
The Boys
Coach
Coordinator
will
also
serve on
the
P.A.D.
committee.
The Boys
Coach
Coordinator
will
select
and
organize
Boys Age
Group
Coordinators
as
his/her
assistants.
The Boys
Coach
Coordinator,
along
with the
Girls
Coach
Coordinator,
will be
responsible
for
ensuring
sufficient
volunteer
coaches
have
been
recruited
and will
communicate
regularly
with the
League
Registrar
to
determine
the
number
of teams
expected
in each
age
group
upon
completion
of the
registration
process.
C.
Girls
Coach
Coordinator
The
Girls
Coach
Coordinator
will
attend
District
Coach
Coordinators
meeting.
Act as
liaison
between
boys
teams
recreational
coaches
and the
VYSL
B.O.D.
The
Coach
Coordinator
will be
the
first
level

for

with

and
players.

with the

Coach
Coordinator,
will

games
and will
submit
referee

by the
VYSL
B.O.D.
The
Referee
Coordinator
will
also
serve on
the
P.A.D.
committee.
E.
Team
Parent
Coordinator
The Team
Parent
Coordinator
will
schedule
and
organize
Picture
Day and
the Team
Parent
Meeting.
The Team
Parent
Coordinator
will
organize
the Team
Parents
from all
teams
whose
function
will be
to
disseminate
league
information
in a
timely
manner.
Additionally,
when
league
fundraisers
are
held,
the Team
Parent
Coordinator
will act
as a
liaison
between
the Team
Parents
and the
Fundraising
Chair.
F.
Publicity
Coordinator
Publicity
Coordinator
will
arrange
for
publication
of
League
Newsletters.
Publicize
league
events
as
directed
by the
VYSL
B.O.D.
The
Publicity
Coordinator
will be
the
point of
contact
for all
items to
be
published
in the
league
newsletter,
league
website,
and any
league
press
releases
to be
released
to any
newspaper.
The VYSL
President
will
approve
all of
the
above
prior to
actual
publication.
The
Publicity
Coordinator
will be
responsible
for
maintaining
the VYSL
phone
answering
system
and will
have
access
to all
lines
and
ensure
that
pre-recorded
messages
are kept
current.
The VYSL
phone
system
will be
updated
immediately
upon
decision
of the
President,
or
his/her
designee,
regarding
canceling
of games
due to
weather
or other
unforeseen
event.
G.
Advanced
Team
Coordinator
Advanced
Team
Coordinator
will act
as
liaison
between
the
Advanced
Teams
representing
VYSL in
District
playing
leagues
and the
VYSL
B.O.D.
The
Advanced
Team
Coordinator
will
chair
the
Advanced
Team
Committee
(ATC),
which
will be
responsible
for
Advanced
Team
head
coach
selection
and
approval
of all
assistant
coaches.
Once
approved
by the
ATC, the
Advanced
Team
Coordinator
will
submit
its
recommendation
to the
VYSL
B.O.D.
for
final
approval.
The
Advanced
Team
Coordinator
will
report
all
activities
of the
Advanced
Team
Club on
a
monthly
basis to
the VYSL
B.O.D.
The
Advanced
Team
Coordinator
will
insure
that all
members
of
advanced
teams
abide by
VYSL and
District
VI rules
and will
report
any
violation
to the
VYSL
P.A.D.
for its
review.
H..
Volunteer
Coordinator:
Volunteer
Coordinator
will
actively
seek
volunteers
from the
league
population
when
requested
by the
VYSL
B.O.D.
Will
work
closely
with
other
Board
members
whose
duties
require
assistance
from
members
of the
league.
I.
Fields
Manager
Fields
Manager
will
ensure
that all
fields
are
properly
striped
and
equipped
for all
seasonal
and
tournament
games
held in
Vacaville.
The
Fields
Manager
will be
responsible
for
ensuring
that
permanent
or
temporary
goals
have
been
delivered
and
secured
for the
seasons’
play.
The
Field
Manager
will
coordinate
removal
of goals
after
completion
of the
season
and
return
them to
the
appropriate
storage
area.
The
Fields
Manager
will
recruit
volunteers
from the
league
membership
to store
nets and
corner
flags
between
game
days.
The
Fields
Manager
will
ensure
that all
billing
of field
marking
accurately
reflects
actual
work
performed.
J.
Equipment
Manager
Equipment
Manager
will be
responsible
for
seeking
bids and
formulating
contracts
for the
purchase
of
league
equipment
to
include,
uniforms,
goals,
goals,
striping
equipment,
and any
other
equipment
that the
VYSL
B.O.D.
requires
for
league
operation.
All
purchases
are
subject
to VYSL
B.O.D.
approval.
The
Equipment
Manger
will
coordinate
with the
Coach
Coordinators
and
Registrar
to
ensure
that
like
colors
of
uniforms
do not
exist
within
an age
group to
avoid
color
conflicts.
The
Equipment
Manager
will
arrange
distribution
and
collection
of
equipment
to/from
all
coaches.
The
Equipment
Manager
will
assess
the
condition
of VYSL
equipment
in
advance
of the
season
and
recommend
needed
repairs
to the
VYSL
B.O.D.
for
funding.
The
Equipment
Manager
will
arrange
necessary
repairs
whenever
equipment
is
reported
in need
of
repair.
K.
Horse
Creek
Soccer
Complex
Manager
Horse
Creek
Soccer
Complex
Manager
whose
responsibilities
are
detailed
in the
Horse
Creek
Soccer
Project
Operations
Manual,
and
include
but are
not
limited
to the
following:
The
Horse
Creek
Soccer
Complex
Manager
will
oversee
the
construction
of the
new
field
project.
The
Complex
Manager
will act
as a
liaison
between
the
league
and the
City of
Vacaville
and
contractors
to
ensure
timely
completion
of the
project.
The
Complex
Manager
is
responsible
for
formulating
and
implementing
a
long-term
plan
that
will
allow
seamless
transition
from
year to
year as
the
project
continues
into the
final
phases.
The
Complex
Manager
will
prepare
monthly
written
reports
on all
activities
related
to the
project.
These
reports
will be
given at
the
monthly
VYSL
B.O.D.
meeting
by the
Manager
or
his/her
designee.
As a
part of
the
report,
a
notification
of all
proposed
disbursements
for the
upcoming
month
will be
made at
the
monthly
VYSL
B.O.D.
meeting.
Proposed
disbursements
of VYSL
funds
must be
approved
by the
VYSL
B.O.D.
Any
request
for
unexpected
disbursements
occurring
after
the
monthly
VYSL
B.O.D.
meeting
will
require
VYSL
Executive
Board
approval.
Upon
completion
of the
project,
the
Complex
Manager
will be
responsible
for
organizing
all
phases
of
maintenance,
including
contracted
labor,
related
to the
complex.
To
ensure
continuity
from
year to
year,
when
there is
a change
in the
Horse
Creek
Soccer
Complex
Manager,
the
outgoing
Manager
will
automatically
be named
to sit
on the
Horse
Creek
Project
Committee
with
full
committee
voting
rights.

The VYSL
B.O.D.
shall be
responsible
for and
have
sole
authority
for the
following:
A.
Enforcing
and
interpreting
the
Constitution,
Bylaws,
General
Procedures
and
Specific
Rules of
the VYSL.
B.
Approving
registered
teams.
C.
Shall,
from
time to
time,
make
temporary
rules or
regulations
for
specific
cases or
occasions
not
provided
for in
the
Constitution,
Bylaws,
General
Procedures,
or
Specific
Rules,
but
which
are
deemed
necessary,
by the
Board of
Directors,
to
carry
out the
objectives
of this
Association
or to
comply
with the
rules/regulations
of the
CYSA,
the
USYSA
and/or
the USSF.
D. To
review
the VYSL
League
Constitution
and
Bylaws
and
ensure
consistency
with the
CYSA
Constitution,
Bylaws
and
General
Procedures
and
Specific
Rules.
2:01:05
Members
of the
Board of
Directors,
except
elected
Executive
Board
members,
may
designate
assistants,
who in
their
absence,
shall
have a
right to
vote at
monthly
meetings
of the
VYSL
B.O.D.
All
Assistant
Board
members
must be
approved
by the
VYSL
B.O.D.
before
being
allowed
to vote
on any
league

The VYSL
Board of
Directors

have the
right

authority
to
suspend,
bar
completely
or
otherwise
discipline
any
player,
coach,
manager,
team
assistant,
league
officer
or VYSL
affiliated
referee
from any
member
team or
organization
with the
proper
hearing.
Any
action
taken
against
a
referee
will
only be
applicable
to
events
within
VYSL.
Notification
of
higher
authorities,
where
applicable,
will be
the
responsibility
of the
VYSL
President.
2:01:07
Any
member
of the
VYSL
B.O.D.
may
resign
effective
upon the
date and
time
specified
in a
written
notice
given to
the VYSL
President.
In the
event
the
resignation
creates
a
vacancy
on the
VYSL
Executive
Board;
the VYSL
President
shall
nominate
a
replacement.
VYSL
Board of
Director
approval
of the
nominee
will be
required.
Vacancies
occurring
in
appointed
positions
will be
filled
at the
discretion
of the
VYSL
Executive
Board.
2:01:08
The VYSL
B.O.D.
shall
have, by
two
thirds
vote of
those
members
present,
the
authority
to
remove,
with
cause,
any
member
of the
VYSL
Board of
Directors
with the
proper
hearing.
Notice
of said
hearing
shall be
given,
in
writing,
at least
14 days
prior to
the
hearing.
Cause
shall be
deemed
as not
performing
one’s
duties
as set
forth by
the
Constitution
and
Bylaws
or being
found
guilty
of
conduct
that is
detrimental
to the
purpose
of this
Association.
Any VYSL
Board
Member
who
misses
three
(3)
monthly
meetings
in a row
and/or
five (5)
meetings
in a
year,
will be
considered
remiss
in their
duties.
When an
Executive
Board
position
is
declared
vacant,
the VYSL
Executive
Board
will
nominate
a
replacement
subject
to
ratification
by the
VYSL
B.O.D.

FINANCIAL
RESPONSIBILITY

This
Association
shall
not
assume,
nor be
liable
for, the
debts
and/or
the
financial
responsibilities,
either
implied
or
incurred,
of any
player,
coach,
manager,
team
assistant,
league
official,
or
referee.
2:06:02
An
independent
financial
audit of
the
league
bankbook
will be
conducted
in the
event
the
League
Treasurer
remains
in
office
for two
(2)
consecutive
years or
when
requested
by the
VYSL
B.O.D.
Any
individual
familiar
with
General
Accounting
procedures
may
perform
the
audit so
long as
they are
not
currently
a Board
member
or
directly
related
to any
current
Board
member.

SEXUAL
AND
PHYSICAL
ABUSE
2:07:01
This
Association
opposes
sexual
and
physical
abuse.
To the
extent
permissible
under
applicable
law, the
VYSL
Board of
Directors
and
members
shall
adopt
procedures
consistent
with
this
policy
consistent
with
criteria
established
by USSF.

LIABILITY
PROTECTION
2:08:01
All
officers
of this
Association
and
officials
of
member
teams
and
leagues
shall be
covered
against
personal
liability
claims
by the
California
Youth
Soccer
Association
for
performing
acts and
duties
directly
related
to the
work of
this
Association.

SEASONAL
YEAR
2:09:01
The
seasonal
year
shall be
from
September
1
through
August
31.
Insurance
coverage
shall be
for the
same
period
of time.
Insurance
coverage
will be
deemed
to be in
effect
upon
proper
application
as
specified
in
section
1:05.

VACAVILLE
UNITED
SOCCER
CLUB (VUSC)
2:10:01
The
Vacaville
Youth
Soccer
League
is the
governing
body of
Vacaville
United
Soccer
Club (VUSC).
The Club
shall
operate
as a
vital
part of
the VYSL,
offering
an
advanced
level of
play for
all
members
of the
VYSL who
try out
and are
selected
to play
in
either
the
Competitive
(Class
I) or
Metro
(Class
III)
divisions.
The Club
shall be
further
governed
by its
bylaws
and
shall
have
these
bylaws
approved
by the
VYSL at
such
time
that
they are
amended.
The VUSC
will
submit
its
bylaws,
including
any
proposed
amendments,
to the
VYSL BOD
for
approval
prior to
the
start
each
tryout
season.
